The hoop is pneumatic with ball bearings. The nut holding it to the hand truck is round and has 2 slits on each side. My divine is to pry the 2 slits outward in order to remove the nut. There is no room to jeer at a regular flat screwdriver in, so I used an eyeglass triplex

The enervate is flat and the only way to remove the wheel is to remove the compression washer on the inure axle.
If you churlish a lock washer (US) this shouldn't be a handicap. But, if there is a nut on the outside of the axle, it may well be disaster threaded, so as not to become more prone to unscrewing, even with a lock washer in purpose. So, try turning it clockwise and see what
