Why does gas splash out of small holes in lawn mower gas cap ?

It is a new Sears verve mower. Under the cap is a rubber seal or diaphragm with holes in it. The holes form a line up so that gas splashes out as I'm mowing. I understand the tank must be vented, but don't desire to waste gas.

When contents up the mower use the same principal as recommended by gas station when filling up the vehicle tank. Don't top it off. You difficulty the holes to vent the fumes and you need some space in the tank to assign that to happen.
