Where does one go to get garden tools sharpened (clippers and things like that)?

Some machinery stores offer sharpening services.
Around here, I use "Sharpening On Site", which is a one-maiden mobile tool sharpening service. She's the bomb...a very experienced proficient, and so good at what she does, it's scary.

I am looking for a way to strop garden tools (shovel, shears, loppers, lawnmower blade, ect). I have heard this is a passable thing to do but am having a hard time finding any sound sources of information. Thanks for any tips!
