What is the best way to remove and prevent future rust on my garden tools?

The rust promptly now is just starting and very superficial. Thank you for your opinions.

I have rust on some of my garden tools and am looking for an even way to remove it.
It's on my axe, spade, tree saw and and my small pruners.
I would file not having to try to grind it off.
